{"id":35824,"date":"2026-06-28T13:24:20","date_gmt":"2026-06-28T19:24:20","guid":{"rendered":"https:\/\/puertomorelos.gob.mx\/comunicacionsocial\/?p=35824"},"modified":"2026-06-28T13:24:20","modified_gmt":"2026-06-28T19:24:20","slug":"se-fortalece-la-participacion-ciudadana-en-la-elaboracion-del-programa-de-ordenamiento-ecologico-local-de-puerto-morelos","status":"publish","type":"post","link":"https:\/\/puertomorelos.gob.mx\/comunicacionsocial\/se-fortalece-la-participacion-ciudadana-en-la-elaboracion-del-programa-de-ordenamiento-ecologico-local-de-puerto-morelos\/","title":{"rendered":"SE FORTALECE LA PARTICIPACI\u00d3N CIUDADANA EN LA ELABORACI\u00d3N DEL PROGRAMA DE ORDENAMIENTO ECOL\u00d3GICO LOCAL DE PUERTO MORELOS"},"content":{"rendered":"<p style=\"text-align: justify;\"><strong>Puerto Morelos, Quintana Roo a 28 de junio de 2026.\u2014 Con el objetivo de construir un municipio con desarrollo ordenado, sustentable y con visi\u00f3n de futuro, el Instituto Municipal de Planeaci\u00f3n (Implan) llev\u00f3 a cabo un taller de trabajo para presentar los avances del Programa de Ordenamiento Ecol\u00f3gico Local (POEL) de Puerto Morelos, en el que participaron integrantes de organizaciones ambientalistas, especialistas y representantes de instituciones de los tres \u00f3rdenes de gobierno.<\/strong><\/p>\n<p style=\"text-align: justify;\">El director del Implan, V\u00edctor Arag\u00f3n, destac\u00f3 que este ejercicio fortalece la participaci\u00f3n y la confianza de la ciudadan\u00eda en la construcci\u00f3n del Puerto Morelos del mediano y largo plazo, al incorporar el conocimiento y la experiencia de quienes conocen el territorio y trabajan diariamente en la conservaci\u00f3n de los recursos naturales.<\/p>\n<blockquote>\n<p style=\"text-align: justify;\">&#8220;Por instrucciones de nuestra presidenta municipal, Blanca Merari Tziu Mu\u00f1oz, mantenemos abiertos los espacios de di\u00e1logo y participaci\u00f3n con los diferentes sectores de la sociedad, porque queremos dejar firmes los instrumentos de planeaci\u00f3n que regir\u00e1n el futuro de Puerto Morelos. La construcci\u00f3n de este Programa de Ordenamiento Ecol\u00f3gico Local es un ejercicio colectivo que permitir\u00e1 tomar mejores decisiones para las pr\u00f3ximas generaciones&#8221;, expres\u00f3 el titular del Implan.<\/p>\n<\/blockquote>\n<p style=\"text-align: justify;\">Durante la sesi\u00f3n, el Grupo GPPA (Consultores en Gesti\u00f3n, Pol\u00edtica y Planificaci\u00f3n Ambiental), firma mexicana de base cient\u00edfica y tecnol\u00f3gica especializada en consultor\u00eda ambiental, sostenibilidad y desarrollo de proyectos, present\u00f3 el avance de los trabajos para la integraci\u00f3n del POEL, instrumento de planeaci\u00f3n que servir\u00e1 como base para orientar el crecimiento del municipio bajo criterios de sostenibilidad, equilibrio ecol\u00f3gico y protecci\u00f3n del patrimonio natural.<\/p>\n<p style=\"text-align: justify;\">Como parte de la presentaci\u00f3n t\u00e9cnica se explic\u00f3 el modelo conceptual del programa, integrado por cuatro componentes principales: sectores, entre los que destacan las actividades agr\u00edcola, ganadera, ap\u00edcola, de conservaci\u00f3n, miner\u00eda, ecoturismo, turismo de baja densidad y asentamientos humanos; atributos vitales, como la disponibilidad de agua, el acu\u00edfero y la regulaci\u00f3n t\u00e9rmica; servicios ambientales, entre ellos la recarga del acu\u00edfero, la captura de carbono, la biodiversidad y el paisaje; y procesos como el crecimiento poblacional, el desarrollo econ\u00f3mico, el cambio clim\u00e1tico, la generaci\u00f3n de residuos y el cambio de uso de suelo.<\/p>\n<p style=\"text-align: justify;\">Las organizaciones ambientalistas participantes entre ellas &#8220;Toma las Aguas&#8221;, y bi\u00f3logos especialistas aportaron informaci\u00f3n, conocimientos y observaciones sobre la\u00a0 hidrolog\u00eda del municipio, considerado como potencial abastecedor de agua, para complementar el POEL, identificar \u00e1reas de oportunidad para la conservaci\u00f3n, fortalecer la protecci\u00f3n de zonas h\u00eddricas, visualizar zonas de riesgo y definir espacios con potencial para un desarrollo responsable.<\/p>\n<p style=\"text-align: justify;\">En el taller tambi\u00e9n estuvieron presentes representantes de la Comisi\u00f3n de Agua Potable y Alcantarillado (CAPA) y de la Secretar\u00eda de Ecolog\u00eda y Medio Ambiente (Sema) del Gobierno de Quintana Roo, quienes se sumaron a los trabajos de an\u00e1lisis y aportaci\u00f3n t\u00e9cnica para fortalecer este importante instrumento de planeaci\u00f3n.<\/p>\n<p style=\"text-align: justify;\"><strong>Finalmente, el titular del Implan se\u00f1al\u00f3 que seguir\u00e1n los talleres de participaci\u00f3n con los dem\u00e1s sectores refrendando el compromiso del gobierno de la presidenta Blanca Merari con una planeaci\u00f3n participativa, transparente y sustentable, que garantice el equilibrio entre el desarrollo urbano, la protecci\u00f3n del patrimonio ambiental y el bienestar de las presentes y futuras generaciones.<\/strong><\/p>\n<p style=\"text-align:
