Puerto Morelos, Quintana Roo a 23 de julio de 2025.- La capacitaci\u00f3n es la garant\u00eda de brindar atenci\u00f3n eficaz y eficiente en todos los \u00e1mbitos de la administraci\u00f3n p\u00fablica, y es parte de la instrucci\u00f3n que ha girado la presidenta Blanca Merari Tziu Mu\u00f1oz, indic\u00f3 Pablo Nicol\u00e1s Alvarado Crespo, jefe de Capacitaci\u00f3n de Recursos Humanos de Puerto Morelos, en el marco del Taller Derechos de las Personas Privadas de su Libertad.<\/strong><\/p>\n

El taller se desarroll\u00f3 en la Sala de Juntas de la Presidencia en el Palacio Municipal dirigido a 25 empleados de la Secretar\u00eda de Seguridad Ciudadana, Direcci\u00f3n de Tr\u00e1nsito, de Juzgados Calificadores, Turismo Sustentable, entre otras dependencias y fue impartido por Daniel Carrillo Ortiz instructor de la Comisi\u00f3n de Derechos Humanos de Quintana Roo (CDHEQROO).<\/p>\n

\n

\u201cComo servidores p\u00fablicos debemos ser los primeros garantes de la protecci\u00f3n de los derechos humanos de todas las personas, independientemente de la condici\u00f3n en la que se encuentren, conforme dicta el derecho, las leyes y normas que aplican en el pa\u00eds, el estado y el municipio\u201d, extern\u00f3 Alvarado Crespo.<\/p>\n<\/blockquote>\n

Por su parte, Daniel Carrillo Ortiz, indic\u00f3 que hoy las leyes que rigen en M\u00e9xico estipulan una serie de derechos para las personas que se encuentran recluidas o detenidas por presunci\u00f3n de comisi\u00f3n de delitos. Entre estos derechos se encuentran: el derecho a la vida, la integridad personal (f\u00edsica, mental y moral), la salud, la alimentaci\u00f3n, la informaci\u00f3n sobre su situaci\u00f3n jur\u00eddica, la seguridad jur\u00eddica, un trato igualitario y a no ser discriminadas, as\u00ed como el derecho a la reinserci\u00f3n social.<\/p>\n

\n

Explic\u00f3 que como funcionarios p\u00fablicos en muchas ocasiones se violentan los derechos humanos de las personas, por acci\u00f3n, omisi\u00f3n y aquiescencia, esta \u00faltima cuando se otorga anuencia para violentar los derechos de otra persona.<\/p>\n<\/blockquote>\n

Asimismo, refiri\u00f3 que en los centros penitenciarios hay mucho por trabajar en el respeto a los derechos humanos como una reclusi\u00f3n digna, la reintegraci\u00f3n social y la protecci\u00f3n a mujeres.<\/p>\n

Puntualiz\u00f3, que hay una base importante para dar cumplimiento a la preservaci\u00f3n de los derechos humanos de las personas privadas de su libertad, como los tratados internacionales que ha firmado M\u00e9xico como las Reglas de Nelson Mandela que se\u00f1ala \u201cTodos los reclusos deben ser tratados con respeto por su dignidad y valor propio como seres humanos. Ning\u00fan recluso puede ser torturado ni sometido a otros tratos o penas crueles, inhumanos o degradantes. Se debe proteger a todos los reclusos contra los tratos crueles, inhumanos o degradantes\u201d.<\/p>\n

Adem\u00e1s, de las Reglas de Bangkok que son un conjunto de directrices internacionales, aprobadas por la ONU en 2010, que buscan mejorar el tratamiento de las mujeres en prisi\u00f3n.<\/p>\n

Finalmente, el titular de Capacitaci\u00f3n de la Direcci\u00f3n de Recursos Humanos, destac\u00f3 que en este v\u00ednculos con la CDHEQROO se han impartido diversos cursos con temas que ata\u00f1en directamente al servidor p\u00fablico como: Funci\u00f3n del Servicio P\u00fablico con enfoque en los Derechos Humanos; \u00bfQu\u00e9 hacen la CNDH y CDHEQROO?; Prevenci\u00f3n de la Tortura y Protocolo de Estambul; Principios b\u00e1sicos sobre el empleo de la fuerza y armas de fuego por los funcionarios encargados de hacer cumplir la Ley, impartidos tambi\u00e9n por Hugo David P\u00e9rez Ram\u00edrez y Jessica Guerrero Hern\u00e1ndez.<\/strong><\/p>\n
