{"id":28359,"date":"2025-02-15T12:10:35","date_gmt":"2025-02-15T18:10:35","guid":{"rendered":"https:\/\/puertomorelos.gob.mx\/comunicacionsocial\/?p=28359"},"modified":"2025-02-15T12:10:35","modified_gmt":"2025-02-15T18:10:35","slug":"capacitamos-a-elementos-de-seguridad-ciudadana-sobre-derechos-humanos-blanca-merari","status":"publish","type":"post","link":"https:\/\/puertomorelos.gob.mx\/comunicacionsocial\/capacitamos-a-elementos-de-seguridad-ciudadana-sobre-derechos-humanos-blanca-merari\/","title":{"rendered":"CAPACITAMOS A ELEMENTOS DE SEGURIDAD CIUDADANA SOBRE DERECHOS HUMANOS: BLANCA MERARI"},"content":{"rendered":"<p style=\"text-align: justify;\"><strong>Puerto Morelos, Quintana Roo, 15 de febrero de 2025.&#8211; Como parte de las indicaciones de la Presidenta Municipal Blanca Merari Tziu Mu\u00f1oz sobre la constante capacitaci\u00f3n y preparaci\u00f3n que se debe brindar a los trabajadores del Ayuntamiento, medio centenar de elementos de la Secretar\u00eda de Seguridad Ciudadana participaron en una pl\u00e1tica denominada \u201cPrincipios b\u00e1sicos sobre el empleo y uso de la fuerza y de armas de fuego por los funcionarios encargados de hacer cumplir la ley\u201d.<\/strong><\/p>\n<blockquote>\n<p style=\"text-align: justify;\">La pl\u00e1tica, impartida por Daniel Carrillo Ortiz, capacitador de la Comisi\u00f3n Estatal de Derechos Humanos de Quintana Roo (CEDHQRoo), tiene como objetivo sensibilizar a los servidores p\u00fablicos, en este caso elementos de Seguridad Ciudadana, a cargo del Tte. de Nav\u00edo I.M.P. Manuel Alejandro Nava Garc\u00eda, sobre los derechos humanos, para que los conozcan y eviten violarlos.<\/p>\n<\/blockquote>\n<p style=\"text-align: justify;\">El capacitador destac\u00f3 que los agentes de la ley, nombrados o elegidos, pueden en alg\u00fan momento hacer uso de la fuerza como parte de su encargo de hacer cumplir la ley, pero deben distinguir situaciones de riesgo y usarla con base en el principio de proporcionalidad. \u201cAnte todo deben tener paciencia y nunca usar fuerza desproporcionada\u201d, indic\u00f3.<\/p>\n<p style=\"text-align: justify;\">En cuanto a las armas de fuego, coment\u00f3 que la Ley Nacional de Armas de Fuego indica que su uso debe regirse por los principios de absoluta necesidad y legalidad, pero tambi\u00e9n se tienen que considerar la resistencia del ofensor y el principio de proporcionalidad.<\/p>\n<blockquote>\n<p style=\"text-align: justify;\">Carrillo Ortiz tambi\u00e9n subray\u00f3 la importancia de que el personal de seguridad p\u00fablica conozca las leyes, C\u00f3digo de Conducta, Reglamento Interno de la corporaci\u00f3n, a fin de que est\u00e9 consciente de d\u00f3nde trabaja, de sus obligaciones, responsabilidades, funciones como encargado de hacer cumplir la ley y que en su momento sepa c\u00f3mo actuar.<\/p>\n<\/blockquote>\n<p style=\"text-align: justify;\">Sin embargo, a\u00f1adi\u00f3 que es igualmente importante despojarse de juicios y prejuicios, estar conscientes de sus responsabilidades, actuar guiados por el principio de que el bien com\u00fan siempre debe estar por encima del personal y rechazar la normalizaci\u00f3n de las violaciones a los derechos humanos. \u201cTengan presente de que la l\u00ednea entre la protecci\u00f3n y los derechos humanos es muy delgada\u201d, subray\u00f3.<\/p>\n<p style=\"text-align: justify;\"><strong>Ustedes deben conocer, saber y entender las herramientas para no violentar los derechos humanos, continu\u00f3. Recuerden que el desconocimiento de la ley no exime de responsabilidades y que su voluntad y acci\u00f3n como servidores p\u00fablicos trasciende como voluntad y acci\u00f3n del
