fortalecimiento de un gobierno eficiente, eficaz y transparente, por instrucciones de la presidenta municipal Blanca Merari Tziu Mu\u00f1oz se imparti\u00f3 una capacitaci\u00f3n dirigida a trabajadores de diversas dependencias del Ayuntamiento en materia de anticorrupci\u00f3n, inform\u00f3 la coordinadora de Capacitaci\u00f3n de la Direcci\u00f3n de Recursos Humanos, Gabriela Soledad Concha Cauich.<\/strong><\/p>\n<blockquote><p>\u201cEs importante que todos los funcionarios, desde el nivel m\u00e1s bajo hasta el m\u00e1s, conozcan las leyes y normas que nos rigen como servidores p\u00fablicos y as\u00ed evitar incurrir en actos que pueden ser constitutivos de delito\u201d, se\u00f1al\u00f3.<\/p><\/blockquote>\n<p>Por su parte, el director de Sustanciaci\u00f3n de procedimientos sancionatorios del \u00d3rgano Interno de Control de Puerto Morelos, Alejandro V\u00e1zquez Santill\u00e1n, quien estuvo a cargo de la instrucci\u00f3n a cerca de 30 funcionarios municipales, defini\u00f3, con apoyo de un video, el concepto corrupci\u00f3n como un fen\u00f3meno multifactorial y una red de actos que pueden ser individuales o colectivos de conductas ilegales.<\/p>\n<blockquote><p>Explic\u00f3 que los funcionarios p\u00fablicos s\u00f3lo pueden actuar bajo las leyes y normas que los rigen, como la Ley de Responsabilidades Administrativas del Estado de Quintana Roo y normas que ha adoptado M\u00e9xico, como la Convenci\u00f3n Interamericana contra la Corrupci\u00f3n, emitida por la Organizaci\u00f3n de los Estados Americanos (OEA), preceptos que deben conocer y con los cuales se deben familiar.<\/p><\/blockquote>\n<p>El funcionario municipal mencion\u00f3 entre los delitos de corrupci\u00f3n el soborno, malversaci\u00f3n de fondos, tr\u00e1fico de influencias, abuso de funciones, enriquecimiento il\u00edcito, lavado de dinero, encubrimiento y obstrucci\u00f3n de la justicia, los que se busca evitar mediante el conocimiento de las normas.<\/p>\n<p><strong>Finalmente, coment\u00f3 que trabaja en la propuesta para buscar e implementar la certificaci\u00f3n internacional en la Norma ISO 37001, un Sistema de Gesti\u00f3n Antisoborno (SGAS), es decir, un conjunto de reglas y procedimientos que ayudan a prevenir, detectar y mitigar el soborno en una
